This policy establishes a clear framework for the submission, evaluation, and management of Unsolicited Proposals and Public-Private Partnership (PPP) proposals from private sector entities, NGOs, CBOs, or individuals, both local and foreign. The policy aims to ensure transparency, fairness, accountability, and efficiency in considering these proposals. It is designed to optimise engagement with the private sector, foster innovation, and leverage private expertise and resources for public benefit.

The policy outlines a process for evaluating proposals, starting with an initial review to determine their alignment with strategic objectives and public interest. Proposals that pass this initial stage undergo a comprehensive evaluation based on criteria such as technical feasibility, financial viability, economic and social benefits, and environmental impact. The policy allows for negotiation with a proponent if their proposal has significant merit. For PPP proposals, the process includes additional considerations like specific feasibility studies, risk assessments, and compliance with all applicable laws and regulations in the Maldives.

Under this policy, all proposals and related documentation are treated as confidential, subject to legal obligations. The proponent retains ownership of their pre-existing intellectual property but grants a non-exclusive right to use the information for the purpose of evaluation. Proponents are solely responsible for all costs associated with preparing and submitting their proposals. The policy is subject to periodic review and updates to ensure its effectiveness and relevance.
