Recruiting Expertise: Engaging consultants with expertise in legal, economic, development, and urban planning fields to support the framework development process.

Defining Terms of Reference (TOR): Clearly outlining the scope of work, deliverables, and expectations for the consultants.

Consultant Selection: Identifying and selecting qualified consultants through a competitive process.

Contract Finalization: Formalizing agreements with the selected consultants.
