Guideline for Noonu Atoll Development Activities in Collaboration with NGOs

In line with Act No. 7/2010 (Decentralization Act), the procedures for providing financial, technical, and other assistance to NGOs must be established through a regulation formulated and approved by the council. Additionally, Section 10-1(g) of the Public Finance Act stipulates that the council can only grant assistance to NGOs in accordance with the policies and standards set by a regulation passed by the council. This regulation enables NGOs to participate in the development of Noonu Atoll in collaboration with Noonu Atoll Council. We are seeking public opinion and consent to enhance and sustain the opportunities this regulation provides.

Composting Manual for Island Communities

This manual presents a practical solution for island councils: a community-level composting system based on the Takakura Method, originally developed by Dr. Koji Takakura and internationally recognized for its simplicity and effectiveness. The method has been successfully adapted and piloted in Kudafari, Noonu Atoll, by Kudafari Council in partnership with Soneva Namoona. The Maldivian adaptation uses a gunny bag composting method combined with Lactobacillus-based seed compost, making the process simple, low-cost, and effective under local island conditions.

Developing Initial Land Use Plans for Inhabited Islands
Recognizing the importance of well-defined plans, by collecting comprehensive data on environmental factors, existing infrastructure, and population demographics. To ensure that the plans reflect the needs and aspirations of the community, the council will actively engage with residents, businesses, and community leaders through island councils. Once developed, the plans will be presented for public review and adoption, and then submitted to the planning ministry for approval. The council will oversee the implementation and monitoring of these plans, ensuring they continue to serve the evolving needs of the island communities.

Enhancing local council governance through digital transformation
Noonu Atoll Council is embracing digital transformation to modernize local governance. Council will establish a strong digital foundation to support our initiatives. This includes transitioning to a full Enterprise resource planning environment integrated with a customer relationship management system, a public engagement platform, an official digital ID system and a digital banking and payment system for increased efficiency, security, and convenience. To ensure a smooth transformation, we will conduct a digital assessment and planning process. Finally, we will prioritize digital initiatives based on their impact and feasibility on our atoll's needs.

Developing an Inclusion Framework for Local Development, and Services Planning
To ensure everyone in our community has access to council planning, development initiatives, and essential services, a comprehensive Inclusion Framework is being developed. This framework will be built through a multi-step process. First, a steering committee will be established, followed by a needs assessment to identify areas for improvement. Research and learning from best practices in inclusion will also be conducted. Open discussions with people with special needs will be central to understanding their specific requirements. Once a draft framework is prepared, it will be presented for public consultation and feedback. Following adoption and dissemination, the framework will be piloted and monitored to ensure its effectiveness. To empower council members and the community, capacity building and training programs will be offered. Partnerships with relevant organizations will also be established to foster collaboration. Through continuous monitoring, evaluation, and adaptation, this framework will ensure the government serves all residents inclusively.
