Decision
It was decided to establish and implement a system for the sustainable and equitable use of the atoll's land, uninhabited islands, lagoons, reefs, sandbanks, shallows, and diving spots in a way that benefits everyone for long periods of time. This decision includes the preparation of a Natural Resources and Land Sustainable Use Plan by the Atoll Council, as well as the immediate commencement of the following activities. - Decision to prepare a survey to gather opinions from citizens and island councils on how to determine the usage of atoll lands, uninhabited islands, lagoons, reefs, sandbanks, shallows, and diving spots, and to designate the task of conducting this survey. Furthermore, it was also decided to immediately begin the following activities to ensure their inclusion in the plan. - Decision to establish a managed system for uninhabited islands as specified in the plan, allowing citizens to visit, collect firewood and coconuts quickly, and to set up a system where rangers are stationed on these islands for maintenance. It was also decided to allocate temporary agricultural land. Consequently, this activity will be included in the relevant plan. - Decision to propose to the Environment Protection Agency to protect under the Environmental Law: islands with swamps and marshlands, small islands less than 3 hectares, islands within the same reef system, and islands near inhabited islands. It was also decided to develop an Environmental Management Plan for these areas to ensure long-term use by citizens. Consequently, this activity will be included in the relevant plan. - Decision to send the 30-day notice as stated in the law to the Ministry of Fisheries or the relevant ministry regarding the islands that have been traditionally leased. The aim is to bring these islands under the supervision of the Atoll Council and to establish a sustainable and equitable use of these islands as specified in the plan. It was also decided to include this activity in the plan. Consequently, this activity will be included in the relevant plan. - A resolution was passed to reject, stop, and file a court case regarding the ongoing efforts by the Ministry of Fisheries and Agriculture to lease Thulhadhoo island in Noonu Atoll to a private party for a long-term period through bidding. This action is being taken despite it being against this council's advice and consultation, and potentially in violation of the law. This concern was previously raised with the President during a recent meeting, where he promised to look into the matter again. However, as the process continues regardless, this resolution aims to oppose the potentially illegal proceedings.
