Cooperative Formation & Legal Support

Atoll Harvest program aims to explore the possibility of establishing community-led cooperatives across farming, aquaculture, and livestock sectors. This phase is crucial for fostering collective ownership, enhancing resource management, and ensuring food self-sufficiency within the atoll. Cooperatives provide a structured framework for community members to work together, share resources, and make collective decisions that benefit all members. By forming cooperatives, the project aims to empower local communities, strengthen social cohesion, improve economic resilience, and promote climate resilient development. This activity involves providing training on cooperative models, guiding communities through the formation and legal registration of cooperatives, and assisting in the creation of governance structures. Each step is designed to ensure that cooperatives are well-organized, legally compliant, and capable of managing their operations effectively. By the end of this phase, the project aims to have established several functional cooperatives that can drive sustainable livelihoods within Noonu Atoll.

Chronology

1

Governance Structure Setup

Focuses on assisting in the creation of governance structures for each cooperative. Effective governance is critical for the long-term success and sustainability of cooperatives. This step involves helping cooperatives develop bylaws that outline the rules and procedures for decision-making, member responsibilities, and conflict resolution. Assistance will also be given in setting up democratic structures, such as board of directors and general assemblies, to ensure that all members have a voice in the cooperative’s operations. Additionally, training will be provided on financial management systems, including budgeting, accounting, and financial reporting. By establishing robust governance structures, the program aims to ensure that cooperatives are well-organized, transparent, and capable of managing their resources and operations effectively.
2

Training on Cooperative Models

Involves conducting workshops on cooperative management, governance, and legal registration. These workshops are essential for equipping community members with the knowledge and skills needed to establish and manage cooperatives effectively. The training will cover various aspects of cooperative models, including the principles of cooperation, the benefits of forming cooperatives, and the different types of cooperatives that can be established (e.g., permaculture, farmers, aquaculture...etc). Participants will learn about the roles and responsibilities of cooperative members, the importance of democratic decision-making, and the processes involved in legal registration. By the end of these workshops, the aim is for community members to have a clear understanding of how cooperatives operate and the steps required to form and manage them successfully.
3

Cooperative Formation Support

Involves guiding communities through the steps to create and register cooperatives. This support is crucial for ensuring that the formation process is smooth and legally compliant. Hands-on assistance will be provided with drafting the necessary legal documents and help communities navigate the registration process with relevant authorities. This step also includes providing examples of successful cooperative structures to serve as models. The aim of offering this support, is to reduce the barriers to cooperative formation and ensure that newly established cooperatives are built on a solid legal foundation.
