Planning and Assessment
Form a working group consisting of Atoll council members, local communities, environmental experts, tourism professionals, and cultural practitioners. Conduct workshops and consultations to gather insights on environment and heritage assets, potential threats, and community aspirations for tourism development. Create a comprehensive inventory of Noonu Atoll's natural and cultural assets, including inhabited and uninhabited islands, reefs, lagoons, sandbanks, archaeological sites, traditional practices, and unique cultural expressions. Develop detailed maps with zoning areas for sensitive ecosystems, potential tourism development, and buffer zones. Assess the carrying capacity of each area, considering ecological sensitivity, cultural significance, and visitor comfort. Analyze existing tourism infrastructure and identify gaps and potential upgrades. Develop or update policies and regulations for sustainable tourism development, focusing on environmental protection, heritage conservation, and community benefits. Establish clear guidelines for visitor conduct, waste management, and responsible development practices.
