Citizen Centric Governance (PC-002)

Noonu Atoll is revolutionizing councils through the Citizen-Centric Governance Program. Citizens will access live development plans, projects and programs. participate in online discussions and submit service requests through a central web platform. Council meetings will be modernized with a digital system, enabling remote participation, transparent decision-making, and easy access to meeting decisions for the public. Standard operating procedures, workflows, and approvals will be digitized to expedite service delivery and empower staff. Multilingual outreach and training programs ensure all citizens can engage effectively. This citizen-centric approach prioritizes efficiency, transparency, and public participation, empowering both islanders and councils to build a more responsive and inclusive local government system in the Atoll.

Atoll Loop (PC-005)

The Atoll Loop is a social business venture dedicated to serving the specific needs of island councils through establishing an accessible and cost-effective transportation network within Noonu Atoll. This initiative supports the government policy of promoting circular economy and encouraging public-private partnerships to enhance collaborative efforts between the government, private sector, and civil society. The main objective of Atoll Loop is to establish a sustainable waste management system supporting sustainable livelihoods that contribute to the nation's environmental and socio-economic well-being. To ensure sustainability of the business venture, key components planned to be integrated into Atoll Loop include facilitating trade of industrial cargo, Municipal Services Mobile Unit and integrated pest management services. Additionally, through community engagement and integrating innovative technologies, it aims to reduce disaster losses and damages by establishing early warning systems and strengthening island communities’ disaster preparedness and climate resilience.

Support Local is a comprehensive initiative designed to foster economic growth, promote cultural preservation, and strengthen community resilience in Noonu Atoll. Atoll Harvest (PC-009)

Atoll Harvest program is dedicated to ensuring food security through a holistic approach by enabling permaculture, agroforestry, mariculture and aquaculture as well as supporting locally-led innovative and climate-smart food production within Noonu Atoll. The aim of the program is to establish a robust mechanism for sustainable food production through community empowerment, land allocation and resource management, and nurturing sustainable livelihoods by facilitating finances and establishing market links, contributing to the long-term resilience and well-being of Noonu Atoll community. Key activities include developing necessary infrastructure such as cold storage and nurseries and linking it to the Atoll Loop transportation network, providing opportunities for capacity building and training, rolling out pilot projects, exploring the cooperative governance model for fostering community-led cooperatives with collective ownership, and ensuring food safety and sustainable practices through rigorous monitoring and quality assurance.

The program aims to address the critical issue of drug addiction in Noonu Atoll through a comprehensive approach. By integrating detoxification, rehabilitation, vocational training, and reintegration services, we seek to empower individuals to overcome addiction and rebuild their lives. With a strong emphasis on cultural sensitivity and community engagement, the program strives to create a supportive environment for long-term recovery. Through collaboration with government agencies, healthcare providers, and community organizations, we aim to reduce the prevalence of drug addiction and its associated harms in Noonu Atoll.

Reimagine Noonu Binaaveshi (PC-003)

Together, Noonu Atoll is crafting a land-use plan that fosters environmental health and equitable access for all. Visioning exercises and open discussions will ensure citizen voice is heard. Data analysis will illuminate Noonu Atoll's resource distribution, guiding to develop impactful land-use scenarios. It models the long-term consequences of each strategy, choosing the path that best benefits islands. Reimagining Noonu Atoll Binaaveshi translates plans into action. The Council will enact sustainable policies ensuring equitable access to resources while safeguarding the environment and monitor and adapt these plans as island community evolves.
