The Noonu Atoll Administration invites qualified consultants to participate in the re-tender for the "Reimagine Noonu Binaaveshi" initiative. This project is an essential undertaking to empower the community to take collective ownership of Noonu Atoll's natural resources, while fostering a balanced, sustainable future for all island communities.

BACKGROUND 

The "Reimagine Noonu Binaaveshi" project aims to empower island communities in Noonu Atoll to take an active role in managing and preserving the Atoll's natural resources through inclusive and strategic planning efforts. Many islands currently face challenges related to unbalanced resource use, where some communities experience land scarcity and reclamation pressures, while others struggle with underutilised opportunities due to depopulation. This fragmentation leads to unequal economic growth and poses risks to environmental sustainability.

The project seeks to shift the paradigm by creating a unified framework that enables communities to exercise greater stewardship over their natural resources. It emphasises harmonised land use, sustainable infrastructure development, and ecological preservation as cornerstones in ensuring the equitable and resilient growth of all island communities within the atoll.

Under the leadership of the Noonu Atoll Administration, the "Reimagine Noonu Binaaveshi" project will focus on developing a comprehensive Atoll Land Use Plan (LUP). This plan will set out a strategic direction for sustainable development, resource ownership, and resilience-building initiatives tailored to the needs of Noonu Atoll.

OBJECTIVES OF THE ENGAGEMENT 

The project seeks an Urban Planning Consultant to lead a multidisciplinary team of experts and deliver a cohesive and actionable Atoll Land Use Plan. The consultant will ensure alignment with sustainable development principles, resilience-building, and the empowerment of Noonu Atoll's communities to manage their natural resources effectively.

Key Team Roles Include:

  • Economy & Social Sciences Consultant – Focused on socio-economic strategies, spatial economies, and sustainable livelihoods.

  • Legal Consultant – Responsible for ensuring governance frameworks and legal compliance.

  • Transport & Logistics Consultant – Concentrated on improving mobility, connectivity, and logistical efficiency.

  • Surveying Team – Tasked with generating baseline data, maps, and ecological assessments.

The Urban Planning Consultant will integrate inputs from all team members, community stakeholders, and other relevant parties while finalising methodology, ensuring efficiency in achieving project objectives within agreed timelines.

GENERAL RESPONSIBILITIES FOR ALL CONSULTANTS: 

  1. Collaborate with the Noonu Atoll Council, Noonu LAC, and other consultants to finalise the project methodology to ensure that all deliverables can be delivered within the allocated timeframe. Where scope overlaps and roles are unclear, fees can be renegotiated once the methodology is finalised. 

  1. Actively participate in team discussions and workshops to ensure alignment across all activities. 

  1. Provide expertise in their respective fields, while ensuring integration with other components of the project. 

  1. Contribute to the development of the Atoll Land Use Plan by delivering high-quality outputs as per the agreed methodology and timeline. 

  1. Attend regular coordination meetings with the Noonu Atoll Council and Noonu LAC to report progress and address challenges. 

  1. Ensure that all deliverables are aligned with the Sustainable Development Goals (SDGs) and the guiding principles and declarations of the Noonu Atoll Council.

Key Dates and Times

  1. Registration – 21th to 25th January 2025, 00:00

  2. Bid Information Session – 27th January 2025, 15:00

  3. Bid Clarifications – 28th to 30th January 2025, 13:00

  4. Bid Submission Deadline – 6th February 2025, 13:00

  5. Award Date - 10th February 2025

Interested parties can register for the bid by submitting the form. The Bid Information Session will be conducted online. Upon registration, a confirmation email with the meeting link will be sent.

A detailed terms of reference document will be provided to all registered bidders ahead of the scheduled bid information session. This document will outline the specific objectives, scope, deliverables, and expectations for the project, ensuring that bidders have a clear understanding of the requirements.

Bid Opening Process

Bids will be opened on 6th February 2025 at 13:00 in the presence of bidders. This process will take place online. Further details regarding submission and instructions will be provided during the information session.

Reasons for Bid Rejection

  1. Non-registered bidders will not be eligible to participate in the bid opening.

  2. Late submissions, after the deadline, will be disqualified.

  3. Missing any required documents specified in the submission requirements will result in rejection.
