The purpose is to outline the requirements and expectations for acquiring a Dhivehi AI Transcription service through an invitation for bids. Invitation for bids aims to identify a qualified service provider who can deliver an accurate, efficient, and reliable transcription solution tailored specifically for the Dhivehi language. The service will play a critical role in enabling automated transcription for diverse projects, enhancing accessibility, and supporting workflows dependent on high-quality audio-to-text conversion in Dhivehi.

1. Scope of Work

The selected service provider will be responsible for:

• Deployment of a solution providing an AI-based transcription system for accurate Dhivehi language transcription.

• Ensuring adaptability to accents and dialectical variations in Dhivehi speech.

• Enabling supportive language features such as generated content corrections input via user for manual corrections.

Performance Standards:

• Guaranteeing a transcription accuracy rate of 80-95% when supplied audio conditions are adequate.

• Supporting real-time transcription or processing of pre-recorded audio files.

• Producing high-quality text outputs suitable for official purposes.

Technical Integration:

• Offering APIs or compatible modules to integrate the transcription system with Noonu Atoll Administrative platforms or Microsoft cloud environment (SaaS).

• Ensuring robust data security and confidentiality measures.

Maintenance and Support:

• Providing updates to enhance transcription accuracy and system functionality (provide model training and re-training as needed).

• Offering prompt technical support and long-term maintenance to align with Noonu Atoll Company needs.

2. Key Dates and Times:

• Registration: 3rd - 10th December 2024, 13:00

• Bid Information Session: 11th December 2024 at 13:00

• Bid Clarifications: 11th - 15th December 2024 at 13:00

• Bid Opening: 16th December 2024 at 13:00

Interested parties can register for the bid by submitting the provided submittion form.The Bid Information Session will be conducted online, and a confirmation email with the meeting link will be sent upon registration.

3. Guidelines for Bidders

3.1 Bid Submission Preparation:

• Bids must include quotes for all services detailed in the Terms of Reference (TOR) to be provided after information session.

• Quotes should be valid for a minimum period of 90 days starting from the official bid opening date.

3.2 Required Documents for Bid:

• Quote (including delivery period and payment conditions)

• Company Portfolio

• Certificate of Company Registration

• GST Registration Certificate

• TAX Clearance Report with six months validity

• Contact Information (name, role, mobile number, and email)

• For Sole Proprietors: registration certificate and National ID

• Letters of Experience for completed projects of similar nature (letters should clearly specify the work performed and project value)

All documentation must be submitted together in a single envelope labeled with the company's name and the tender reference number.

3.3 Bid Opening Process:

• Bids will be opened on the 16th of December 2024 at 13:00 with bidders present.

• The opening will occur at the Noonu Atoll Company Office in Noonu Manadhoo, Republic of Maldives.

• Bids submitted electronically will not be considered.

3.4 Reasons for Bid Rejection:

• Non-registered bidders will be disqualified from bid opening participation.

• Absentees from the bid information session will be disqualified from bid opening.

• Late arrivals post-deadline are ineligible for bid opening.

• Omission of any documents specified in section 3.2 will result in bid rejection.

3.5 Criteria for Selection:

• Delivery Schedule: 20%

• Professional Experience: 20%
