Noonu Atoll Company is seeking proposals for the development of a Comprehensive Business and Attraction Registry. This activity aims to create a detailed and verified public registry of all businesses and attractions within Noonu Atoll, enhancing local economic opportunities and supporting sustainable SME development.
Key Dates and Times:
Registration: 4th - 10th October 2024, 14:00
Bid Information Session: 12th October 2024 at 13:00
Bid Clarifications: 12th - 16th October 2024 at 13:00
Bid Opening: 17th October 2024 at 13:00
Interested parties can register for the bid by submitting the form. The Bid Information Session will be conducted online. Upon registration, a confirmation email with the meeting link will be sent.
Bids will be opened on 17th October 2024 at 13:00 in the presence of bidders. Late submissions will not be accepted. The bid opening will take place at the Noonu Atoll Company head office in Noonu Manadhoo.
SECTION 1: INSTRUCTIONS TO BIDDERS
1.1 Bid Preparation:
Clearly indicate the unit price of each service and the total price.
All services in the TOR shall be quoted in the bid.
Quotations shall remain valid for at least 90 days from the bid opening date.
1.2 Documents Comprising the Bid:
Quotation (inclusive of the duration and payment terms)
Company Profile
Company registration certificate
GST registration certificate
TAX clearance report with 6 months validity
Contact details (name, designation, mobile number, and email address)
If a Sole Proprietor, registration certificate and NID
Experience letters for completed projects with similar scope
All documents shall be submitted in a single envelope marked with the company name and tender reference number.
1.3 Bid Opening:
Bids will be opened on 17th October 2024 at 13:00 in the presence of bidders.
The bid opening will take place at the Noonu Atoll Company Office, Noonu Manadhoo, Republic of Maldives.
Electronically submitted bids will not be accepted.
1.4 Bid Rejection:
Bidders arriving after the deadline will not be allowed to participate in the bid opening.
Bidders who have not registered for the tender will not be allowed to participate in the bid opening.
Bids missing any documents listed in section 1.2 will be rejected.
SECTION 2: TERMS OF REFERENCE
2.1 Background:
Noonu Atoll Company aims to maintain a comprehensive, current, and verified public registry of all businesses, attractions, artists, experiences, and outlets within Noonu Atoll. This task involves updating and verifying the existing databases, ensuring their accuracy, and registering significant entities, visuals, data, and information. A comprehensive data collection campaign needs to be conducted to register all business outlets, artists, cultural attractions, and experiences in the atoll. This will ensure that both formally registered and non-registered entities are included, providing a complete picture of the local economic and cultural landscape. The activity will leverage various public domain databases, including maps and the Maldives Business Registry, to ensure thorough and accurate data collection.
2.2 Objectives:
Data Verification: Verify the accuracy of existing data on all businesses, attractions, artists, experiences, and outlets. Update records where data is not accurately represented.
Data Completeness: Eliminate gaps in the current databases, such as missing address information, locations, and introductions.
Photo/Video of Outlets: Collect photos, videos, and voice recordings for the businesses, attractions, artists, experiences, and outlets.
2.3 Scope & Deliverables:
Deliverable 1: Inception Report
Scope: Begin the work by providing an inception report outlining the methodology chosen to achieve the objectives and deliverables mentioned in this TOR. The inception report shall be approved by Noonu Atoll Company before proceeding with the work. 15% of payment to be allocated for this stage completion.
Conditions:
Define the methodology to verify the provided databases, Maps of businesses, attractions, artists, experiences, and outlets
Define the strategy to collect photos, videos, and voice recordings of the businesses, attractions, artists, experiences, and outlets.
Define the timeline to deliver the final up-to-date data and photos, videos, and voice recordings.
Deliverable 2: Verified and Up-to-Date Business and Outlets Registry
Scope: Identify, locate, verify, and update all businesses, attractions, artists, experiences, and outlets (service providers public and private, formally registered and non-registered) within Noonu Atoll. The balance of the payment to be disbursed once the deliverables have been delivered and checked by Noonu Atoll Company.
Conditions:
Provide exact locations of each entity with coordinates.
Verify businesses, attractions, artists, experiences, and outlets name and types.
Provide a brief description of each entity (include list of services provided if applicable, include nature and categorize the businesses, attractions, artists, experiences, and outlets according to its use or type).
Capture high-quality photos and videos (minimum 4 images, include facade and interior where applicable and at least 1 video for each outlet highlighting the environment of the establishment).
Deliver photo and video files in a web-safe format (.jpeg, .jpg, and .png for images and .mp4 or .webm for videos).
2.4 Selection Criteria:
