The Noonu Atoll Administration is inviting for bids to deliver a comprehensive Organic Waste Management Project. This initiative aims to implement sustainable and decentralised community composting systems across all inhabited islands within Noonu Atoll, based on the Takakura method. The project fosters waste reduction, environmental sustainability, and a circular economy, contributing to the long-term well-being of the community.

The primary objective of this project is to establish a sustainable and community-driven approach to managing organic waste, enabling local councils to produce compost while reducing food waste. Key activities are centred around delivering practical training, developing resources, and providing technical assistance post-implementation.

Scope of Work

The selected service provider will be responsible for:

  1. Training Design & Delivery

  • Conducting workshops for island councils on composting methodologies.

    • Providing hands-on training to prepare seed compost and operate systems.

  1. Resource Development

  • Creating a composting manual tailored to local contexts.

    • Preparing Standard Operating Procedures (SOPs) for composting systems.

  1. Site and Equipment Advisory

  • Recommending appropriate machinery and equipment, considering cost, quality, and logistics.

    • Providing composting site design briefs that accommodate workflow and community requirements.

  1. Ongoing Technical Support

  • Delivering monitoring and troubleshooting assistance for three months post-setup.

    • Offering data collection templates and reporting systems for operational monitoring.

Evaluation Criteria

Bidders will be evaluated based on the following:

  1. Price (70%)

Competitive and reasonable pricing will secure higher scores.

  1. Experience and Qualification (30%)

Special consideration will be given to bidders with significant expertise in organic waste management, particularly in island ecosystems.

Bidding Requirements

Interested bidders must submit:

  • A detailed proposal, including methodology and pricing.

  • A portfolio showcasing similar completed projects.

  • Equipment specifications and descriptions.

  • CVs of the key personnel involved in the project.

All submissions must adhere to the format specified and include all required documentation to be considered eligible.

Timeline

Key dates for the bidding process are as follows:

  • Registration Opens: 13th July 2025, 14:00 hrs

  • Registration Closes: 17th July 2025, 13:00 hrs

  • Mandatory Information Session: 20th July 2025, 14:00 hrs (via Teams)

  • Queries Closing: 22nd July 2025, 13:00 hrs

  • Proposal Submission Deadline: 24th July 2025, 14:00 hrs

Bidders must:

  1. Complete preregistration by submitting an Expression of Interest through the designated registration link before the deadline. Only registered parties can attend the mandatory information session.
