Invitation for Bids - Re-Tender: Provision of External Audit Services

Introduction

Noonu Atoll LAC Ltd. is a wholly owned company of the Noonu Atoll Council, incorporated under the Companies Act (07/2023) of the Republic of Maldives in 2023. The Company’s mandate covers a broad range of business ventures, including tourism development, renewable energy, agriculture, waste management and recycling, utility services, and other projects or assignments delegated by the Noonu Atoll Council.

Objective

To appoint an independent external auditor to provide an assessment and opinion on the fairness and accuracy of Noonu Atoll LAC Ltd.’s financial statements for the fiscal years ending 31 December 2023 and 31 December 2024.

Scope of Audit

The external audit shall be conducted in accordance with the Terms of Reference (TOR) attached to this announcement and will cover the examination of the company’s financial statements for the periods specified above.

Auditor Qualifications

Interested audit firms must meet the minimum eligibility and technical requirements outlined in the attached TOR.

Proposal Submission Requirements

Firms must submit a comprehensive proposal including, but not limited to, all particulars specified in the TOR.

Evaluation Criteria

The selection will be made based on the evaluation criteria set out in the TOR.

Interested parties must complete and email the Registration Form via the provided registration link no later than 10 August 2025, 18:00 hrs.

Scoring Criteria

• Price (80%) – The lowest bid will be used as the reference point for scoring other bids.

• Experience (20%) – Points will be awarded for relevant project experience, supported by reference letters and demonstrated expertise.
