Noonu Atoll Administration is seeking a skilled and motivated Environmental Specialist to develop, implement, and oversee our environmental and sustainability initiatives, while also being responsible for a range of tasks related to geospatial data. The ideal candidate will be passionate about sustainability, possess strong regulatory and environmental management skills, and be capable of integrating environmental data with spatial analysis to support informed decision-making and project implementation.

Key Responsibilities:

  • Provide overall policy and technical direction for environmental safeguards management under the Project (as defined by the Environmental and Social Commitment Plan (ESCP) Environmental and Social Management Framework (ESMF), Stakeholder Engagement Plan (SEP) and Labor Management Procedures (LMP).

  • Environmental Specialist will work on the tasks outlined in collaboration with the projects Social Specialist and technical teams.

  • Ensure Environmental and social analysis is carried out for project activities of the council as soon as conceptual technical design and scope have been defined for physical interventions, closely co-ordinate with the council for review and endorsement of the screening decision and recommendation.

  • Ensure timely preparation of Environmental Assessments/Management Plans, for projects and sub-components, as necessary (depending on screening outcome)

  • Ensure the requirements stipulated in the strategic plans are implemented throughout the project lifetime, coordinate and maintain documentation of strategic plans and facilitate actions with regard to grievances and concerns in relation to project interventions via working with the projects Social Specialist.

  • Ensure the provisions of the environmental management plans are duly incorporated in to the Environmental and social instruments and maintained in line with the requirements outlined

  • Ensure consistency of safeguard documents with national Environmental regulations; work with the projects department to obtain necessary clearances from local Environmental regulatory authorities, such as the Environmental Protection Agency (EPA) for sub-projects, where applicable.

  • Co-ordinate closely with the technical focal points, project engineers and project officers managing sub-component implementation in the Islands, at the Island level; and provide necessary technical assistance to facilitate the implementation, management and monitoring of Environmental and social instruments such as ESMPs

  • Prepare terms of references to undertake ESIAs, where required, for complex activities such as building constructions and obtain necessary clearances

  • Review draft and final ESIAs for quality and obtain necessary clearances

  • Ensure that applicable measures in the ESMPs are included in the design, and condition on compliance with ESMP is included in the bidding documents

  • Ensure compliance with ESMPs during the construction period and maintain close coordination with the site engineer of the implementing agency and the Environmental focal point of the contractor.

  • Developing & Implementing Sustainability Strategies: Creating and overseeing the implementation of environmental and sustainability policies and programs.

  • Developing Green Solutions for Business Activities: Identifying areas for improvement and developing sustainable solutions for business activities, based on environmental assessments.

  • Minimizing environmental impact through waste reduction, energy conservation, and water efficiency initiatives.

  • Promoting sustainable procurement practices.

  • Collaborating with internal and external stakeholders to raise awareness and drive sustainability efforts.

  • Building relationships with environmental organizations and regulatory agencies.

  • Reporting & Monitoring: Tracking and reporting on environmental performance and progress towards sustainability goals.

Core Skills and Qualifications:

  • Environmental Science / Sustainability Expertise:  

    Minimum Diploma in Environmental Sciences or a related field, with 10 years of experience OR,

    Degree in Environmental Sciences or a related field with 5 years of experience.

    Strong understanding of environmental principles, regulations, and best practices.

  • Project Management:

    Ability to plan, organize, and execute sustainability and GIS projects effectively.

  • Communication & Advocacy:

    Excellent communication, interpersonal, and presentation skills to influence stakeholders and promote sustainability initiatives.

    Effective communication and collaboration skills to work with colleagues, stakeholders, and clients.

  • Data Analysis & Reporting: Ability to collect, analyze, and interpret environmental data and spatial data to track progress and identify areas for improvement.

  • Problem-Solving & Innovation: Ability to identify and implement creative solutions to environmental challenges and GIS-related issues.

Additional Skills (Preferred):

  • Experience with cloud-native data architecture.  

  • Experience with satellite imagery.  

  • Knowledge of database management systems (e.g., PostgreSQL, MySQL).

  • Programming skills (e.g., Python, JavaScript) for GIS development.
