Introduction 

Noonu Atoll Administration invites eligible and qualified parties to submit detailed proposals for the development and deployment of a comprehensive Human Resources (HR) Management System within a Microsoft 365 environment. This system aims to streamline HR processes, enhance employee self-service, empower managers, provide robust reporting and analytics, and improve overall workforce management. 

Scope of Work 

The selected developer will be responsible for: 

  • Digitizing and automating core HR processes: Including leave management, attendance tracking, payroll, performance management, and employee self-service. 

  • Enhancing employee self-service capabilities: Reducing the administrative burden on HR. 

  • Empowering managers: Providing tools and data for effective team management. 

  • Providing comprehensive reporting and analytics: Facilitating data-driven decision-making. 

  • Improving internal communication: Enhancing policy awareness and employee engagement. 

  • Facilitating staff onboarding, training, and development: Integrating seamlessly with Microsoft 365 and Microsoft Dynamics 365 Business Central. 

  • Ensuring compliance: Adhering to Maldivian labor laws, tax regulations, and provident fund requirements. 

  • Optimizing efficiency: Through mobile access, AI-driven insights, downloadable payroll files, and sustainability tracking. 

  • Integrating with CRM systems: Enhancing HR processes and data management. 

Eligibility Criteria 

Bidders must meet the following qualifications: 

  • Technical Expertise: Proficiency in Microsoft 365 services, Power Apps, Power Automate, Microsoft Dataverse, and Microsoft Dynamics 365 Business Central. 

  • Experience: Proven track record of developing and deploying HR management systems within a Microsoft 365 environment. 

  • HR Domain Knowledge: Understanding of HR processes and compliance requirements. 

  • Project Management Skills: Ability to manage and configure HR applications, including setting up policies, workflows, and user roles. 

  • Soft Skills: Strong communication and problem-solving skills. 

Submission Guidelines 

Interested bidders should submit their proposals including: 

  • Cover Letter: Brief introduction and summary of qualifications. (qualification certifications must be attached) 

  • Technical Proposal: Detailed description of the approach, methodology, and timeline. 

  • Financial Proposal: Breakdown of costs. 

  • Relevant Experience: Examples of similar projects completed. 

  • References: Contact information for previous clients.

  • Contractual Terms: Bidders must agree to the legal and contractual terms outlined by Noonu Atoll Local Administration.
