Project Objective

The Noonu Atoll Council is inviting qualified service providers to participate in a project aimed at establishing decentralised food waste composting systems across all inhabited islands in Noonu Atoll. This initiative is based on the Takakura method—a low-tech, low-labour, and cost-effective composting model suitable for small island communities. The project supports environmental sustainability, waste reduction, and circular economy principles by enabling island councils to manage organic waste effectively and produce compost for local agricultural use.

Scope of Supply

Bidders are required to quote for the entire lot of equipment. The supply includes twelve units each of industrial food grinders, ribbon mixers, sieve/shifters, and sorting tables. Additionally, twenty-four compost thermometers, eight thousand reusable gunny bags, and personal protective equipment (PPE) sets for Waste Management Centre (WMC) staff are included. All equipment must meet the minimum specifications outlined in the bid document, and equivalent or superior alternatives may be proposed with supporting evidence.

Supplier Eligibility

Interested bidders must provide verifiable evidence of having completed similar projects in the Maldives within the past five years. This includes project descriptions, locations, scale and scope of supply, client contact details for verification, and completion certificates or reference letters. Only suppliers with proven experience and credibility will be considered.

Delivery & Commissioning

All equipment must be delivered to the Noonu Atoll Council Secretariat in Manadhoo, which serves as the central hub. Installation and commissioning will be jointly supervised by project consultants and WMC staff from each island. Suppliers are required to provide user manuals and conduct on-site orientation sessions for safe operation and routine maintenance of the equipment.

Evaluation Criteria

Proposals will be evaluated based on three main criteria: price (60%), delivery time (30%), and relevant experience (10%). The lowest price bid will receive full points, while others will be prorated. Full delivery points will be awarded to bidders who can deliver within 30 days. Experience points will be granted to those with a minimum of three similar projects.

Required Documents

The proposal package must include a company profile, an itemised quotation with unit and total prices, a delivery timeline, and warranty terms (minimum 12 months on motors and parts). Bidders must also submit proof of authorisation from the manufacturer or evidence of being a verified distributor, importer, or reseller in the Maldives. Compliance with Maldivian import regulations and applicable certifications is mandatory. A credit period document and completed project details must also be included.
