Invitation for Bids - Re-Tender: Lobby Area Construction at Convention House

Introduction

Noonu Atoll Company is pleased to reopen the invitation for bids from qualified and capable contractors to undertake the construction of a Lobby Area at the Convention House, situated at the Noonu Atoll Council Secretariat Office in Manadhoo. This pivotal project is intended to develop an appealing and functional lobby that enhances guest experience, providing a central point for visitor interaction and facility orientation.

1.1 Project Scope

• Structural Development: The chosen contractor will undertake the demolition of existing boundary walls, foundation, and concrete structural work, along with constructing the walls, roofing, and flooring that will outline the Lobby Area.

• Installation of Facilities: The project will require the installation of vital amenities, including restroom facilities, pavement, and planter boxes, to ensure compliance with the outlined project requirements.

• Design Goals: The lobby should impart a remarkable first impression, fostering a welcoming ambiance that appeals to all visitors.

1.2 Key Dates and Times:

• Registration: 28th November - 2nd December 2024, 13:00

• Bid Information Session: 3rd December 2024 at 13:00

• Bid Clarifications: 3rd - 8th December 2024 at 13:00

• Bid Opening: 12th December 2024 at 13:00

Interested parties can register for the bid by submitting the form. The Bid Information Session will be conducted online. Upon registration, a confirmation email with the meeting link will be sent.

Categories of Bids

Participants are urged to specify their preferred bid category within their submissions to ensure adherence to the company's needs and expectations. Each bid document should thoroughly outline the respective duties and obligations as pertinent to the selected category and exhibit the bidder's capability to execute the project effectively. Bidders may submit proposals for either or both categories for this project component.

2.1 Turnkey Proposals:

Bidders choosing the turnkey proposal category must deliver a holistic solution that encompasses all required labour, equipment, and logistics to fully realise the project as detailed in the scope. The bidder will liaise with Noonu Atoll Company for the oversight of quality control, supply, and timely provision of construction materials.

2.2 Labour-only Proposals:

For those submitting a labour-only proposal, construction materials necessary for the project will be supplied by Noonu Atoll Company. Bidders must concentrate on providing skilled labour and essential tools to accomplish the structural and installation tasks as outlined in the project scope.

Guidelines for Bidders

3.1 Bid Submission Preparation:

• Bids must include quotes for all services detailed in the Terms of Reference (TOR).

• Quotes should be valid for a minimum period of 90 days starting from the official bid opening date.

3.2 Required Documents for Bid:

• Quote (including delivery period and payment conditions)

• Company Portfolio

• Certificate of Company Registration

• GST Registration Certificate

• TAX Clearance Report with six months validity

• Contact Information (name, role, mobile number, and email)

• For Sole Proprietors: registration certificate and National ID

• Letters of Experience for completed projects of similar nature (letters should clearly specify the work performed and project value)

All documentation must be submitted together in a single envelope labeled with the company's name and the tender reference number.

3.3 Bid Opening Process:

• Bids will be opened on the 12th of December 2024 at 13:00 with bidders present.

• The opening will occur at the Noonu Atoll Company Office in Noonu Manadhoo, Republic of Maldives.

• Bids submitted electronically will not be considered.

3.4 Reasons for Bid Rejection:

• Non-registered bidders will be disqualified from bid opening participation.

• Absentees from the bid information session will be disqualified from bid opening.

• Late arrivals post-deadline are ineligible for bid opening.

• Omission of any documents specified in section 1.2 will result in bid rejection.

3.5 Criteria for Selection:

• Cost Evaluation: 60%

• Delivery Schedule: 20%

• Professional Experience: 20%
