Overview: Noonu Atoll Company is seeking proposals for a Post Land Use Plan Development Planning Consultancy for Noonu Kudafari. This consultancy will align with our strategic vision to ensure sustainable and equitable land use, as outlined in our new resource and land-use framework. The consultancy will also support the “Reimagine Noonu Binaaveshi” program, which aims to foster environmental health and equitable access to resources.

Key Dates and Times:

  • Registration: 3rd - 6th October 2024

  • Bid Information Session: 7th October 2024 at 14:00

  • Bid Clarifications: 7th - 9th October 2024 at 14:00

  • Bid Opening: 10th October 2024 at 13:00

Interested parties can register for the bid by submitting the form. The Bid Information Session will be conducted online. Upon registration, a confirmation email with the meeting link will be sent.

Bids will be opened on 10th October 2024 at 13:00 in the presence of bidders. Late submissions will not be accepted. The bid opening will take place at the Noonu Atoll Company head office in Noonu Manadhoo.

SECTION 1: INSTRUCTIONS TO BIDDERS

1.1 Bid Preparation

  1. The unit price and total price of each service must be clearly indicated.

  2. All services listed in the TOR must be included in the bid.

  3. Quotations must remain valid for at least 90 days from the bid opening date.

1.2 Documents Comprising the Bid

  1. Quotation (including duration and payment terms)

  2. Company Profile

  3. Company Registration Certificate

  4. GST Registration Certificate

  5. Tax Clearance Report (valid for 6 months)

  6. Contact Details (name, designation, mobile number, and email address)

  7. For Sole Proprietors: Registration Certificate and NID

  8. Experience Letters

  9. All documents must be submitted in a single envelope marked with the company name and tender reference number.

  10. An electronic copy of all bid documents must be submitted on a compact disc or flash drive, clearly marked with the company name and tender reference number.

1.3 Bid Opening

  1. Bids will be opened on 10th October 2024 at 13:00 in the presence of bidders.

  2. The bid opening will take place at the Noonu Atoll Company Office, Noonu Manadhoo, Republic of Maldives.

  3. Electronically submitted bids will not be accepted.

1.4 Bid Rejection

  1. Bidders arriving after the deadline will not be allowed to participate in the bid opening.

  2. Bidders who have not registered for the tender will not be allowed to participate in the bid opening.

  3. Bids missing any documents listed in section 1.2 will be rejected.

SECTION 2: TERMS OF REFERENCE

1. Introduction

This document outlines the terms of reference for post land use plan development consultancy services for Kudafari Council, in collaboration with Noonu Atoll Council and Noonu Atoll Local Authority Company (LAC), hereafter referred to as Noonu Atoll Company. The consultancy is divided into two components: Monthly Retainer and Design Development at pre-agreed rates.

2. Monthly Retainer

2.1 Scope of Services The consultant will work with Kudafari Council, Noonu Atoll Council, and Noonu Atoll Company under a multi-party agreement. The consultant, in collaboration with Kudafari Council, will assess and review the Land Use Plan (LUP) allocations to develop priorities aligned with the Kudafari Development Plan, Noonu Atoll Development Plan, and international commitments such as the Sustainable Development Goals. A list of priorities will be established, setting the scope for the year. The monthly retainer will involve developing technical design briefs based on the priority list.

2.2 Deliverables The deliverables under the retainer engagement include:

  • Inception evaluation report for all projects according to the priority list

  • Technical Design Brief:

    • Architectural masterplan & design strategy

    • Structural methodology aligned with the design strategy

    • Cost estimation document with advice on procurement

  • Monthly report

3. Design Development

3.1 Scope of Services For any project with a technical design brief allocated for construction, the consultants will provide detailed design development drawings and documentation, including Schematic Design, Design Development, Tender, and Post-Tender consultancy.

3.2 Deliverables The deliverables under the detailed design development drawings and documentation include:

  • Architectural detail design

  • Structural detail design

  • Tender assistance & documents

4. Fees

Fees or specific rates for each component must be clearly defined in MVR per SQFT and include the following as separate components:

  • Architectural: MVR per SQFT

  • Structural: MVR per SQFT

  • MEP: MVR per SQFT

  • QS: MVR per SQFT

  • Management fee: MVR per SQFT

5. Evaluation Criteria

  • Qualifications and Profile: 25%

  • Experience: 25%

  • Price: 50%
