We are seeking a qualified and experienced Urban Planning Consultant for the project Reimagine Noonu Binaaveshi – Development of the Noonu Atoll Land Use Plan (LUP).

This project aims to address important challenges such as population growth, resource management, climate change, and infrastructure development. The goal is to develop a Strategic Atoll Land Use Plan that promotes community-driven, equitable, and sustainable development across Noonu Atoll.

The consultant’s primary role will be to create a comprehensive and detailed methodology for the Land Use Plan, ensuring it incorporates diverse perspectives from multidisciplinary specialists and fosters active engagement with stakeholders.

Key Responsibilitie

The Urban Planning Consultant will be responsible for the following tasks:

  1. Development of Methodology:
    a) Design a detailed methodology for the Strategic Atoll Land Use Plan, including but not limited to:

    i. A stakeholder engagement plan to ensure active participation from the Noonu Atoll Council, Noonu LAC, community members, and other stakeholders.

    ii. A roles and responsibilities matrix to define the contributions of all consultants and stakeholders.

    iii. A timeline with milestones for deliverables.

    b) Identify key deliverables required to achieve the project objectives, such as zoning maps, socio-economic strategies, and environmental management plans.

  2. Coordination with Other Specialists:

    a) Collaborate with other consultants (Economy & Social Sciences, Legal, Transport & Logistics, and Surveying) to ensure their inputs are integrated into the methodology.

  3. Presentation of Methodology:

    a) Present the draft methodology to the Noonu Atoll Council and Noonu LAC for review and feedback.

    b) Revise the methodology based on feedback and submit the final version for approval.

Deliverables

The consultant will provide the following deliverables during the service contract period:

  • Inception Report:

    • A detailed methodology for the Strategic Atoll Land Use Plan.

    • Stakeholder engagement plan.

    • Roles and responsibilities matrix.

    • Timeline with milestones.

  • Presentation of Methodology: A formal presentation to the Noonu Atoll Council and Noonu LAC for review and approval.

  • Final Methodology Report: A revised and finalized methodology document incorporating feedback from stakeholders.

Contract Duration

The service contract will be for a period of one month, during which the consultant is expected to complete their assigned tasks and deliverables.

Payment Terms

  • The consultant will be compensated on an hourly basis for services rendered.

  • A proposed hourly rate is required during submission, subject to negotiation and approval by Noonu LAC.

  • Payment will be made based on actual hours worked and recorded in timesheets submitted by the consultant and approved by Noonu LAC.

  • The consultant will submit invoices on a bi-weekly basis, accompanied by detailed timesheets and a summary of work completed.

Key Qualifications and Experience

Minimum Qualifications:

  • Master’s degree in Urban Planning, Regional Planning, or a related field.

Experience:

  • Minimum of 5 years of experience in urban planning and land use management.

  • Proven experience in developing methodologies for strategic planning projects.

  • Demonstrated experience coordinating inputs from multidisciplinary teams and stakeholders.

  • Familiarity with sustainable development principles, resilience planning, and stakeholder engagement.

Skills:

  • Strong leadership and project management abilities.

  • Excellent communication and facilitation skills.

  • Proficiency in GIS and mapping tools.

  • Ability to integrate diverse inputs into a cohesive methodology.

Reporting and Coordination

The Urban Planning Consultant will report to the Noonu Atoll Council and work closely with Noonu LAC. Regular progress updates will be required, including participation in coordination meetings with other consultants and stakeholders. The consultant will also present the methodology to the Noonu Atoll Council and Noonu LAC for review and approval.

Submission Requirements

Interested consultants must submit the following by the specified deadlines:

  • Proposed Hourly Rate: A clear indication of the consultant’s hourly rate for the development of the methodology.

  • Proposed Approach: A brief description of the consultant’s strategy for developing the methodology for the Strategic Atoll Land Use Plan.

  • Relevant Experience:

    • CVs of the consultant and key team members.

    • Portfolio of relevant projects, including at least one methodology developed for a strategic planning project.

    • References from previous clients.

  • Availability: Confirmation of the consultant’s ability to complete the work within the specified timeline.

Evaluation Criteria

Submissions will be evaluated based on the following weighted criteria:

  • Proposed Hourly Rate – 50%

  • Proposed Approach – 30%

  • Relevant Experience – 20%

Additional Consideration for Deliverables Development

Upon finalization and approval of the methodology, the selected Urban Planning Consultant will be given preference for the development of specific deliverables during Phase II of the project. The fee for these deliverables will be negotiated based on the project’s value and scope as outlined in the approved methodology.
