The Noonu Atoll GNSS & CORS Surveying System project aims to support land use planning, infrastructure development, and natural resource management across Noonu Atoll using GNSS and CORS-based surveying technology.

Project Overview

Objective:
To establish a reliable, sustainable, and efficient system for land use planning and infrastructure projects in Noonu Atoll by leveraging Global Navigation Satellite System (GNSS) and Continuously Operating Reference Station (CORS) technology. GNSS will provide precise positioning data to map land boundaries, monitor coastal erosion, and track environmental changes across the atoll’s islands. CORS will enable real-time, high-accuracy geospatial data collection to support infrastructure design, such as road and building layouts, and facilitate disaster risk management by providing consistent reference points for elevation and flood modeling. This system will also aid in natural resource management by tracking land use patterns and supporting sustainable development decisions.

Scope of Work:

  • Supply, installation, operation, and maintenance of a GNSS & CORS-based surveying system for minimum 10 years.

Key Features

  • Construction of a Continuously Operating Reference Station (CORS) at the Noonu Atoll Council premises.

  • Installation of a GNSS receiver with a minimum operational radius of 25 km from the council office.

  • Compliance with technical specifications in Appendix B.

  • Integration with GIS, GPS, and relevant governance systems.

  • Secure data-sharing mechanisms for internal operations and approved external users.

Deliverables

  • A fully operational GNSS & CORS surveying system with all necessary equipment.

  • A handheld GPS system for local operations.

  • Training sessions and user manuals for staff.

  • Support services over the 10-year contract, including remote monitoring, troubleshooting, and firmware updates.

Partnership Model

The project will follow a shared partnership model between the Noonu Atoll Council and the selected service provider. System access will be co-managed, with revenue from third-party usage shared under an agreed framework detailing roles, responsibilities, and revenue-sharing terms.

Scoring Criteria

Proposals will be assessed based on:

  • Price (70%): Lowest bid used as a reference for scoring others.

  • Experience (30%): Points for similar projects, supported by reference letters and expertise.
