Project Objective

The Noonu Atoll Council invites qualified service providers to participate in the supply, delivery, and commissioning of composting equipment for the Organic Waste Management Project. This initiative aims to establish decentralised food waste composting systems across all inhabited islands in Noonu Atoll, utilizing the Takakura method—a low-tech, low-labour, cost-effective composting model ideal for small island communities. The project supports waste reduction, environmental sustainability, and circular economy principles by enabling island councils to manage organic waste effectively and produce valuable compost for local agricultural activities.

Scope of Supply

Bidders must quote for the entire lot of equipment. Equivalent or superior specifications may be offered with clear evidence. Bidders must include clearance and transportation charges in their quotation.

Detailed equipment specifications and quantities are to be provided in the bidding documents upon registration.

Logistics, Delivery & Commissioning

  • Delivery Location: Noonu Atoll Council Secretariat, Manadhoo (central hub).

  • Installation & Commissioning: Supervised jointly by project consultants and Waste Management Centre (WMC) staff from each island, with coordination provided by the Atoll Council.

  • User Manuals: Must be provided for all equipment.

  • Operator Orientation: Suppliers must conduct on-site training for safe operation and routine maintenance in coordination with project consultants.

  • Delivery Timeline: Bidders offering shorter delivery times will receive proportionally higher scores.

Evaluation Criteria

Proposals will be evaluated based on:

  • Compliance with specifications and quality of proposed equipment.

  • Total cost, including equipment, clearance, and transportation charges.

  • Delivery timeline.

  • Warranty terms and after-sales support.

  • Experience and reliability of the bidder.

Submission of Bids

Bids must include:

  • Company profile.

  • Quotation with itemised unit prices, total price, delivery and clearance costs, and warranty terms.

  • Delivery timeline (from award to delivery at Manadhoo hub).

Required Documents

The proposal package must include:

  • A detailed proposal and price quotation.

  • Equipment specifications and descriptions.

  • Warranty: Minimum 12 months on motors and parts.

  • Proof of authorisation from the manufacturer or evidence of being a verified distributor, importer, or reseller in the Maldives. Acceptable documents include:

    • Authorisation letter from the manufacturer or national distributor.

    • Import registration/licensing where applicable.

  • Compliance with Maldivian import regulations and applicable certifications.

Interested parties must register their Expression of Interest by 21 October 2025 via Noonu Atoll Company Pre-Bid Registration Form. Queries should be sent to the contact details below, and all registered parties will receive details of queries and responses.

Complete proposals must be submitted no later than 23 October 2025, 14:00 hrs. Late submissions will not be considered.
